The Tizen main, Base and IVI delivery is done with a simple tar file which will create on your local server a mirror of the public OBS. You can check out any packages from these OBS and change them as needed. You can add your own packages to creating your own personalised images. In such cases, you have all the source code and you only have to recompile what you want to change.
